Not every city where people live is automatically their favorite place. Career, family, or education often determine where one resides–regardless of how attractive it is perceived. This makes a ranking based not on travel brochures or architecture critics, but on the opinions of local residents, all the more insightful. The magazine “Time Out” surveyed residents of major cities worldwide to reveal which metropolises particularly captivate their inhabitants–and which city in Europe is the most beautiful.
How the Ranking Was Compiled
The list is less an objective assessment of the world’s most beautiful cities and more a reflection of the sentiments of those who live there. Small, picturesque places were likely not considered. According to “Time Out,” about 24,000 “urbanites”–residents of larger cities–were asked if they would describe their hometown as beautiful. However, the magazine does not specify which cities were included in the survey. Notably, well-known large and medium-sized cities are predominantly represented.
The Most Beautiful City in Europe Is…
Edinburgh! The Scottish capital ranks highest among European cities. According to “Time Out,” the cityscape is characterized by a diverse architectural mix–from elegant Georgian townhouses to winding medieval alleys and striking Gothic spires. Eighty-four percent of respondents describe their hometown as particularly beautiful.
However, its great popularity also has a downside. As one of the most visited destinations in the United Kingdom, Edinburgh is often heavily crowded. Those seeking a less crowded alternative might find it in the Scottish city of Stirling, which has received significantly less international attention so far.

Lisbon Ranks Second
Lisbon takes second place in the European ranking of the most beautiful cities according to locals. Seventy-four percent of Portugal’s capital’s residents describe it as beautiful. This is undoubtedly due in part to the pastel-colored houses, the Azulejo tiles adorning the walls, and the yellow trams that navigate the streets.
Paris Remains a Classic
Paris also unsurprisingly makes the list, landing in third place. The French capital is known for its wide boulevards, classic Haussmann architecture with light stone facades and wrought-iron balconies, as well as its numerous cafes and parks. Additionally, the Seine and the Eiffel Tower, one of the world’s most famous landmarks, add to its charm.
That only about 68 percent of respondents describe Paris as beautiful may be surprising at first glance. However, when locals evaluate their city, they consider not only architectural appeal but also the experiences of daily urban life. This results in a more nuanced judgment than the romanticized image many visitors have of the French capital.
